General Description:

Primarily responsible for the on-going monitoring and management of the credit portfolio and contributes to the underwriting of client transactions. Analyzes client operating performance and financial condition, proactively identifies issues and opportunities and recommends risk mitigation. Responsible for monitoring and managing credit quality and data integrity. Performs appropriate sponsorship review and project monitoring by analyzing client and market information. Determines financial and project compliance and provides analysis summary into appropriate management systems. Contributes to due diligence and credit approval package production. Delivers financial, industry and economic analyses and other activities to facilitate decision making. Responsible for adherence to credit policies, guidelines and applicable regulatory requirements. Requires strong communication and analytical/technical skills, including financial accounting and loan structuring. BS or BA degree, 2-7 years of solid experience in financial analysis, structuring, underwriting and portfolio management preferred.

Specific Description:

The Portfolio Management Officer II (PMO II) provides portfolio management and credit/collateral analysis support as part of a client team.
  • Leads the on-going maintenance and management of an affordable housing construction and term loan portfolio.
  • Oversees progress of loans through the construction phase by reading monthly inspection reports, conducting site visits, tracking property benchmarks throughout lease-up and stabilization, and understanding any changes in the market since underwriting.
  • Monitors asset quality by completing timely risk rating analysis.
  • Determines project and client compliance with policies and loan terms and maintains records of compliance and analysis in appropriate management systems.
  • Produces and submits credit approval requests and implements terms as needed to support changes to loan terms throughout the construction and permanent phases.
  • Manages the process to convert loans to permanent financing working with both internal and external partners.
  • Monitors client operating performance and financial condition and proactively identifies issues and opportunities at the relationship level.
  • Maintains electronic credit files in a timely and accurate manner by entering credit events, correspondence, and monitoring information into appropriate systems.
  • Partners with Client Managers and Credit Product Officers to help originate and underwrite credit opportunities by contributing to the financial structuring of the credit facility, evaluation of due diligence, and production of credit approval packages for affordable housing transactions.
  • Identify client and property performance issues, address the situation both internally and externally, recommend risk mitigation, and demonstrate a sense of urgency to negotiate and implement a solution.
  • Delivers financial, industry and economic analyses and other activities to facilitate decision making.
  • Responsible for adherence to credit policies, guidelines and applicable regulatory requirements.

Qualifications


Required Skills:

  • 1 plus years of experience managing a large portfolio of multi-family commercial real estate loans.
  • Knowledge of affordable housing industry, Low Income Housing Tax Credits, and the types of financial structures employed.
  • Ability to analyze sponsor financial and interpret complex financial statements for government entities, non-profit organizations, and individuals.
  • Experience analyzing the operating performance and financial condition of affordable housing loans.
  • Experience analyzing financial statements for individuals of corporations.
  • Experience monitoring and managing credit quality and data integrity.
  • Strong communication, analytical/technical, and credit skills.
  • Strong organization and prioritization of work in order to meet deadlines.
  • Must be detail oriented.
  • Able to work independently with initiative and handle medium and larger sized clients
  • Ability to understand and negotiate legal documents relating to affordable housing transactions and work with internal and external legal counsel.
  • Bachelor's degree required
