Overall Job Purpose

· To establish relationships across Finance & Risk Services, business areas and suppliers in order to deliver successful projects.

· To deliver medium to large scale IT projects for Finance & Risk business areas; end to end through the lifecycle to agreed time, quality and cost.

· To ensure that the project is defined, planned and delivered to the agreed goals and objectives.

· To leverage the use of agreed supply chains to ensure that any outsourcing deals are supported and their respective business cases, and agreed benefits are realised.

· To ensure the integrity of the project is maintained, focussing on internal consistency and compliance to standards, processes and strategies.

· To deliver a project that will in turn deliver an output that realises benefits of strategic importance to a business area.

· To deliver a project to the agreed standards and methods as defined within RBBT e.g. SDLC, PRINCE 2, CMMi.

· To deliver projects into business areas with a smooth transition into their BAU operations, ensuring agreed benefits are realised.

· Be a role model for RBB staff through own behaviour and effective decision making.

Key Accountabilities & approximate time split (%)

Client/Relationship Management

· Production of progress reports for the Business stakeholders.

· Managing the project risk log, escalating and reporting as required to the Business stakeholders.

· Liaising with the Business stakeholders on all project and client matters, escalating issues in a timely manner and effectively managing all project risks and issues.

· Agreeing the technical and quality strategy with the Business stakeholders.

· Establishing day-to-day relationships with peers within RBBT to manage the smooth transition of the project into the production environment and support the realisation of anticipated benefits.

· Supporting the Business stakeholders with the approval of work orders for project sanction from business areas.

Delivery and Supplier Management

· Managing the effective production of the required products, as per the Project Initiation Document (PID).

· Supporting the Business stakeholders on a day-to-day basis with resource management including Barclay's staff, 3 rd party suppliers and non-people resources e.g. licences, hardware.

· Planning the various stages of the project and agree all stage entry and exit criteria.

· Managing suppliers, ensuring that they deliver to their own agreed product scope in terms of time quality and cost.

Control

· Has a wide network within the organisation and shows integrity while addressing challenging situations; experienced at implementing or managing function-wide risk management processes and tools; actively identifies and mitigates risks while weighting the pros and cons of various risk management models;

· Creates and updates own budget with budgeting software tools, can explain variances and make adjustments; experienced at sizing workload and resources in multi-areas projects; extensive experience in commercial negotiation

Delivery Capability

· Has analysed and documented specific projects' business requirements and strategic resolution initiatives; can describe alternative problem-solving approaches and their optimal uses;

· Has been able to maintain a dialogue in difficult situations;

· Experienced with planning, estimating, staffing, organising, and managing multiple projects; had monitored and dealt with critical paths and risks areas;

· Can identify customer satisfaction gaps through regular communication and participates in negotiations

· Develops basic presentations to influence others;

· Contributes to and encourages ideas; builds on suggestions of others;

· Inspires confidence by making and honouring commitments; demonstrates initiative and competence; communicates a vision and strategy of own role

· Experienced with leading or managing a variety of teams and managing projects/ project teams/project plans; effectively delegates responsibility;

· Responsible for project costs and resources, tracking actual against budget; manages the trade off of delivery within time/cost/quality constraints;

· Plan resources effectively and budget according to HR and finance business processes; experienced at recruiting staff; fulfils the regulatory agencies and reporting requirements

People Development

· Applies feedback and changes behaviours accordingly; develops and monitors programs that integrate learning with practice opportunities; encourages knowledge sharing;

· Justifies training requests in terms of expected benefits for the individual and the organisation; experienced at coaching superstars and problem performers

Transition into Run/Production

· Satisfactory resolution of service incidents during change delivery and warranty periods.

· Identifying resources required to provide technical and project support to RBBT on all project specific content related issues, supporting the Business stakeholders in making effective decisions on project go/no go criteria.

· Supporting the Business stakeholders in balancing the needs of the project and the business area with the requirement to maintain operational stability across all technical infrastructures.

Other

· Managing change control and configuration management for areas of own project scope.

· Responsibility for project administration, including RAIDs, RAFs, Change control, reporting and ensuring RBBT governance and performance measures and standards are adhered to.

Develop own project management capability to support new methods, processes and techniques.

Technical Knowledge

· Can describe the overall function of several components in the technical platform

· Competent to discuss the underlying technology with a vendor first line response team

· Understands the design principles in the vendor's product

Internal and external IT environment

· Can describe the major roles and responsibilities of the IT function

· Can identify key activities performed by IT professionals and managers and key departments/functions

· Familiar with company's stated technology practices and direction and major IT initiatives and key issues

· Can identify and interpret key policies, standards and procedures affecting own area

· Understands the basic concepts and benefits of the technology strategy

· Aware of new information technology platforms and technologies

· Can discuss specific technology application opportunities in own area

Business Knowledge - Familiar with the details of at least one business:

· Understands basic development concepts and techniques

· Can describe basic concepts of prototyping and modelling for application development

· Can describe different types of application delivery platforms, technologies and toolkits

· Can identify types of testing and testing tools used in own function or unit

· Familiar with alternative implementation strategies such as pilot and parallel testing

· Can identify major activities associated with application deployment

· Aware of platform or technology specific standards, policies and practices

· Familiar with the details of at least one business area and has experience of liaising with peers in that area.

· Has the ability to propose solutions to components/applications/processes to help resolution of business issues.

· Can effectively manage and develop relationships with key decision makers and stakeholders to achieve successful outcomes.

· Ability to say 'no' to the client and still maintain excellent relationships and achieve client satisfaction.

· Uses stakeholder management strategy effectively and knows how to navigate the organisation.

Supplier Management and Commercial Awareness

· Effectively contributes to the management of 3rd party suppliers.

· Understands key contractual obligations and risks to maximise benefits.

· Has a commercial focus, thinking of the 'bottom line' at all stages of a project.

Extensive experience in commercial negotiation and has played and active or lead role in the selection of 3rd party suppliers.

Person Specification

Essential

· Fully up to date with developments in individual area of expertise. Will have breadth and depth of understanding of Barclays Group goals, direction and technical strategy which effectively links to RBBT strategies

· Broad knowledge in specific area/areas of the Banks products, services and policies in order to plan operations and strategies.

· The jobholder must apply the business knowledge and specialist tools at their disposal in a way which will develop, or enhance the Banks services but must have a detailed understanding of the impact on others areas in the wider group.

· Aware of technical market developments, identifying trends and looking forward to future requirements when managing technical resources.

Preferred

· Experience of working in a wider business context, probably with exposure to organisations other than Barclays Group.
